"Our prisons are dilapidated, understaffed, and overcrowded, and have become academies of crime rather than places of rehabilitation.
"This U-turn is an important step forward. But the government now needs to invest properly in rehabilitative services, both in prison and in the community, to protect frontline workers and help former offenders turn their lives around.”
