Tim came from a Liberal family - his father Humphrey Razzall was a Liberal candidate in 1945. Tim won a seat on Richmond Borough Council in 1974, and during the next 22 years he was constantly fighting against the increased centralisation of local government expenditure. He was the Treasurer for the Liberal Democrat Party for many years, and was made a Life Peer in 1997. He speaks for the Liberal Democrats in the House of Lords on the Civil Service and the Public Sector.
